Westcott East Neighborhood Association Meeting Minutes Sept. 14, 2009, Day Hab Next general meeting: Monday, Oct. 12, 2009, 6:30 p.m., Petit Branch Library Persons registering as in attendance: WENA Board: Starke Donnally, Betsy Ringert (representing the Merchants Assn), Alice Honig, Barbara Humphrey, Charles Tremper, Joanne Waghorne, Marilyn Zaleon, Grace McNamara WENA Members and Guests: from 560 Allen (Adrienne Allen, James Haedia, Amelia Ramsey- Lefevre, Jonathan Rothwell), Ron DeLuca (Abdos), Harry Lewis, Francisco Rodriguez (Las Delicias), Steve Weigl, Call of meeting to order, welcome, and introductions: Barbara Humphrey called the meeting to order at 6:35 p.m. Those in attendance introduced themselves and provided addresses. Presentation of August 13 minutes for Approval: Barbara thanked Corey Driscoll for preparing the minutes. Pending correcting the spelling of Grace McNamara's name, Alice Honig moved and Joanne Waghorne seconded the approval of the minutes. Passed unanimously. Treasurer's report: With a lull in collecting dues and no house tour for several years, the balance is slowly going down to the bare minimum for interest ($2,500), with only $10.90 in checking. In the absence of a membership chair, it is not the time to conducting a membership drive. Program Initiatives: 1. Westcott beautification: The next planting session will be Oct. 3 at 2 p.m. (following the bulb give- away in the morning). There may be VISTA volunteers. Planting around the trees is difficult due to roots and compacted soil. Consensus was reached on a $250-300 UNSAAC grant for the coming year. 2. Civic engagement/outreach to residents: Barbara called for 1 or 2 volunteers to work on this. The group discussed how WENA can best facilitate the process of engaging and facilitating discussions among neighbors, landlords, tenants, and the universities. Four residents from 560 Allen St. were present and frank discussions ensued about how to defines expected behaviors and balance the needs for socializing/parties and getting up for jobs, school, etc. 3. Safety report: Steve Weigl pointed out the new police department web site (syracusepolice.org) which has information on criminal activity broken down by street and block. The graffiti "artists" have been identified and are all from the neighborhood. Burgelries and roberies have been reported and varied problems in the vicinity of Harvard, Allen, and Cambridge. The theatre and its patrons were identified as a source of problems ranging from blocking streets, trash and noise, parking, and intimidation for residents. The increased numbers do not seem to have positively affected most other businesses. 4. Networking with other neighborhood organizations and the city: a. UNP sidewalk snow removal project: If enough residents and owners participate, snow will be cleared from sidewalks along Euclid and side streets, Westcott to Harvard and Harvard. b. Westcott Leadership Roundtable: SU's community ambassador program was discussed; so far all ambassadors have been assigned to the SEUNA area. c. Syracuse Grows/Harvard Garden—no report d. TNT: see below for meeting times e. Westcott Street cultural fair: comments on the whole favorable (best ever parade; sense fair was smaller by a bit, with fewer booths). Old/new business 1. One Village Dance Centre: 2. Westcott Walking Patrol: Draft memo of understanding distributed detailing expectations and emphasizing merchant responsibility to insure compliance of walking patrol personnel with the terms of the funding contract. Discussion ensued.
