Westcott East Neighborhood Association November 23, 2009 Minutes NEXT MEETING: Monday December 14, 6:30 pm, Petit Library Persons registering as in attendance: (I do not have the sign in sheets) WENA Board: Starke Donnally, Luz Encarncion, Barbara Humphrey, Grace McNamera, Charles Tremper, Joanne Waghorne, Marilyn Zaleon WENA Members and Guests: Corey Driscoll, Steve Weigl, 1. Welcome and introductions (no news please): Barbara called the meeting to order at 6:34 p.m. 2. Presentation of October 12, 2009 minutes for approval: Joanne moved and Starke seconded the approval of the minutes; passed unanimously 3. Financial Report: Starke reiterated the need to maintain a balance of at least $2,500 in order to receive interest. 4. Board Membership/Annual Meeting a. New Board Member Suggestions/Report from Ad Hoc Nominating Committee: Barbara issued a general call for suggestions for board members and what we would hope for from members; someone from 560 Allen was proposed in the spirit of expanding diversity of board membership. b. Confirmation of Annual Meeting on Sunday, February 7, 5 pm, One Village Dance Centre: confirmed 5. Program/Outreach Initiatives a. Membership: Efforts are "low key" right now b. Civic Engagement/Outreach to Residents: discussion recognized the need. c. Safety Report (S. Weigl): i. Fellows Ave. daytime robber apprehended at Westcott and S. Beech ii. Someone entered house on Trinity via unlocked front door. iii. Sunday's (Nov. 22) event at the theatre went smoothly in terms of parking, security, deportment of audience. iv. Parking: "meter checkers" patrol during the day along Westcott from Euclid to E. Genesee; Barbara and others reiterated the need to have patrols during the evening. d. Networking with Other Neighborhood Organizations and the City i. Eastside TNT: no discussion ii. University Neighborhood Partnership: Student fears: precautions needed, but students tend to stay off streets due to underlying fear of neighborhood people iii. UNSAAC: see below iv. Westcott Community Garden: see below v. Westcott Leadership Roundtable: "Shop Syracuse" effort recognized highlighting the advantages to shopping from local merchants and keeping money in the city. vi. Westcott Street Cultural Fair: no discussion vii. Corey reported on the amnesty period for returning stolen street signs; 8 signs were returned. Considerably more are still missing posing a danger for police, fire, and other responders. SU engineering class is working on new ways to install signs. 6. Old/New Business a. Westcott Walking Patrol—October Monitoring Report The question of who monitors the program arose again. Betsy Ringert leaves by 7:30 and participation is needed by merchants who stay open later. b. Westcott Sidewalk Snow Removal Project: no discussion. c. Kiosk: has been installed; self-policing needed to keep signs up-to-date, etc. d. UNSAAC Grants from WENA i. Westcott Community Garden: Evan Weisman wrote the grant letter requesting money for fencing and plantings. ii. Westcott Networking Project: $3,000 requested to develop Westcott Nation website; goal to link to other organizations and to the businesses; blog would be a way to enhance information and communication. 7. Announcements and Good News: a. Luz will be visiting her daughter in Daytona Beach, FL for the holidays. b. Chas and Don will be spending a week in London. 8. Upcoming Events: a. Waste to Energy Public Hearing: 11/30, 4 and 7 pm, Bistro Room, NYS Fair art & Home Center b. Syracuse First Buy Local Week: 11/27-12/7 c. Farmers' market at the Westcott Community Center will continue for the next month, Wednesdays, 12:30-5 p.m. d. Loguen Park tree lighting: date unknown. e.
